China’s Ministry of Commerce and General Administration of Customs have jointly issued a new regulation on export controls for certain medium and heavy rare earth materials. The scope includes seven rare earth elements — Samarium (Sm), Gadolinium (Gd), Terbium (Tb), Dysprosium (Dy), Lutetium (Lu), Scandium (Sc), and Yttrium (Y) — covering various forms such as metals, alloys, targets, permanent magnetic materials, oxides, compounds, and mixtures.
According to the new regulation, exporters of these items must apply for an export license from the relevant authority.
